Reminder of TOEFL iBT Procedures and Regulations

Preparation for Registration
Before registration, candidates must carefully read and agree to the Information and Registration Bulletin for TOEFL iBT (PRC edition) which states about all the terms and conditions on registration, test administration, and score reporting of TOEFL iBT. Also, candidates must read and agree to the NEEA online registration agreement which is about the terms and conditions on online registrations procedure and payment.

During registration, please make sure that all information submitted are accurate and authentic. Otherwise, candidates may not be able to receive important TOEFL iBT information or even score reports and will be solely responsible for this consequence. For each registered candidate, the NEEA/TOEFL iBT Online Registration system will create a personal account to hold this candidate’s personal information and score report. Access to this account is controlled by the combination of a NEEA ID assigned by the registration system and a password given by the candidates. Candidates must safe guard these access information.

Identification Requirement
Chinese candidates must either carry valid passports with signature or combinations of both primary and secondary IDs. Taiwan residents must carry only valid Travel Permits for Taiwan Residents to Mainland. None-Chinese candidates must only carry valid passports. Names and Date of Birth on candidates IDs must match exactly the names and date of birth submitted during registration. Candidates will be denied of entry into the test rooms if candidates have no required IDs or their IDs are unacceptable. In these circumstances, candidates will not have their test fees refunded.

Primary IDs ETS accepts include valid Chinese passports, valid formal National IDs (Hong Kong and Macao IDs), and valid Chinese Military IDs. Secondary IDs include government issued valid ID documents, including Chinese passports, formal National IDs, Military IDs, Chinese Driver’s Licenses, formal Students IDs and ID documents with photos issued by student administration office of formal schools or the police.?

Candidates Arrival Time at the Test Sites
Candidates must arrive at the test site 30 minutes before the announced test start time. For example, the test start time is 8:00 in the morning, then candidates must arrive at 7:30 in the morning. Center administrators have the right to refuse entry after the arrival time and there will be no refunds or reschedules.

Personal Belongs
Candidates may carry TOEFL iBT Registration Confirmation with required ID documents to the test sites. Any personal belongs, except for ID documents, including TOEFL iBT Registration Confirmation, are NOT allowed to be brought into testing rooms. Personal belongs will be asked to be placed in designated lockers. Please do not bring any valuables to the test sites. Test sites will not be responsible for the loss of your valuables.?
Items not allowed in the test rooms include but not limited to:

 your own stationery
 your self-provided keyboard
 purses and wallets
 electronic and telecommunication devices
 time pieces (watches and clocks of any kind)
 notes or reference books
 food and drink
 any other items deemed inappropriate by administrators


Before Entry into the Test Room

when arrive at the test sites, candidates must wait in the waiting area in an orderly manner and follow instructions given by test administrators. Candidates are forbidden to make noise and cluster round. After deposit of personal belongs, candidates are to go through preliminary review of IDs, read and sign Confidential Statements, and then wait in a line to be checked in. It is recommended that candidates to go the toilets at this time to save test time.

Candidates Check-in and Seat Assignment
Candidates will be arranged by administrators to be checked into the testing rooms. Candidates must have ID documents and signed Confidential Statements ready. During check in, administrators will be collecting Confidential Statements and examining ID documents, then digital photos will be taken. Key personal information of the ID documents, such as names and date of birth must match exactly with the registration information. Name changes are NOT allowed. Administrators can only submit request via email for minor changes (e.g. surname and first name reversed, wrong spacing).

Candidates' seats are arranged randomly by the testing system. A candidate’s photo, registration number, name, date of birth, and registration number will be displayed at the computer screen assigned. Proctors will guide each candidate to the seat. When seated, candidates are NOT allowed to touch the keyboard and mouse until proctors unlock the keyboard. Each candidate must double check if displayed personal information is correct.?

Important Things and Rules during Testing Session
TOEFL iBT allows a candidate to make notes during testing session only with a pencil and three pieces of scratch paper given by the administrators. After testing, candidates must return all pencils and scratch papers in exact quantity back to administrators.

Test session timing is kept by the testing system and displayed on the screen of each test station. Candidates are not allowed to bring and use a personal timing piece in the test room.

Volume control of headsets is on the screen of the testing system and can be adjusted by mouse.

During testing, candidates are allowed to use only the keyboard, mouse, and headset to perform tasks. Candidates are NOT allowed to tamper with any other computer parts and devices. Damages to computers and headsets due to candidates’ abnormal use (e.g. headset cord being pulled and broken) will be compensated at candidates’ cost.

In the event of testing system failure or system down, candidates should stay calm and raise hands to call for administrators to restart system from where it stopped. Testing session timing will stop during system down time.

Rules in Testing Rooms
Candidates must follow administrators’ instructions and not to make any noise or engage in kind of disruptive behavior. Should there be any questions, candidates should always raise hands to call for administrators.

Any misconduct will be reported immediately to ETS. These behaviors may result in candidates being dismissed from the testing room and ETS’ s cancellation of score reports or even denial to register TOEFL iBT. Candidates whose scores are cancelled or denied of testing due to misconduct will NOT be subject to refund or reschedule. Serious violators will be barred from registering to take TOEFL iBT in the future.

Misconducts include but not limited to the following:
Attempting to take the test for someone else or having someone take the test for you
Providing assistance to someone else or yourself engage in act of cheating
To carry or use items listed above which are not allowed in testing rooms
Improper access to the test, part of the test, or information about the test
To remove scratch papers (part or whole) or any test questions out of the testing rooms
Failure to follow administrators’ instructions or warnings
Tampering with computers and other facilities in the testing rooms
Creating a disturbance
Any other acts deemed inappropriate by administrators

Free Make-up Tests
Testing irregularities include without limitation, administrative errors (such as improper timing, improper seating, defective materials, and defective equipment); improper access to test content; and other disruptions of test administrations (such as natural disasters and disease and other emergencies). When testing irregularities occur, ETS may decline to score the test or may cancel the test score. When in ETS’s judgment it is appropriate to do so, ETS gives affected test takers the opportunity to take the test again as soon as possible without charge. For the rescheduled candidates, if they are unable to attend the rescheduled test, they have the option to either cancel the test for full refund or a free reschedule.

About test score repots
Normally, score reports will be displayed at a candidate’s profile at the NEEA/TOEFL iBT Online Registration website. Later printed score reports will be made available at test sites for candidates’ to personally pick up. Candidates can also arrange with test sites to have score reports mailed via EMS at candidates’ cost.

Other Services Available
Candidates registered to take the TOEFL iBT are subject to other services at extra costs. These services include Additional Score Request, Reinstatement of Cancelled Scores, Rescore of Speaking and/or Writing section. Please refer to the Bulletin for details.
